No. 8 Reclaimed Land is completed
On 29 August 1967 (Shōwa 42), the works on No. 8 Reclaimed Land were completed.
"Kōtō-ku no Ayumi" records that finishing works continued after garbage filling ended and that the land was "completed on 29 August [Shōwa] 42"; it gives 29 August Shōwa 42 as the completion date for both Shiomi 1-chōme and 2-chōme. The National Archives exhibit also dates the completion of the works to August 1967.
When it was completed, No. 8 was "the southernmost landfill in Tokyo Bay" (Wikipedia). The end of garbage dumping (December 1962) and the completion of the works (August 1967) are separate milestones.
